“Reap Where You Don’t Sow?” Isn’t that Stealing?

In Matthew 25, Jesus describes the “kingdom of heaven” as these things that need our preparation, attention, and diligence.  In the parable of stewarding money, the owner gave some $5000, $2000, and $1000 to use and create profit.  The owner would then one day return and see how much and what they profited.  In the end, the person with a $1000 didn’t go and invest it somewhere.  They held onto it to ensure that the owner would at least get the $1000 back.  Here’s how the owner responded:

‘Evil and lazy slave! So you knew that I harvest where I didn’t sow and gather where I didn’t scatter? Then you should have deposited my money with the bankers, and on my return I would have received my money back with interest!…”

I won’t even tell you the punishment he received.  What I wanted to look at was the fact that he gathered where he did not scatter and he harvested where he did not sow.  Isn’t that normally called stealing? I mean, what is this guy referring to?  Is he saying reap where others have sown? Or is he meaning to sow in other places that have yet to be sown? How can one reap where they did not sow? How can one reap a profit in a place where they did not invest?
